Trust & safety

Handing a stranger your car, or driving off in one, only works if both sides have been checked and both sides know what happens when something goes wrong. This is what we verify, what we monitor, what we will not do, and how to report something.

📄 Version 0.3 — draft🛡️ Two-sided verification☎️ 24/7 ops for live trips
These are controls the product is being built around. Not a record of a running service — Sugbo Rentals has not launched, and nothing here is a record of past enforcement. Figures marked as targets are targets. Insurance structure, operator-of-record status and foreign-licence rules are still with counsel and may change what this page says.
The short version

Four things we hold to

Both sides are verified, or there is no booking

Not “renters are verified and hosts are trusted”. A booking cannot proceed unless the renter, the host organisation and the vehicle all hold current verification. The check is symmetric because the risk is.

Evidence beats assertion

Every dispute is decided on timestamped, geotagged handover photographs and the checklist both parties signed. What neither party recorded did not happen — which protects whichever of them was telling the truth.

Personal data appears when it is needed, not before

Exact vehicle addresses and phone numbers are revealed on confirmation. A driver’s identity is revealed at 24 hours before pick-up. Browsing a listing shows you nobody’s home address.

A signal is an observation, never a verdict

Automated fraud detection flags things for a person to look at. It cannot suspend an account on its own — only an administrator can, and the reason is written down.

What we verify

Different sides of the marketplace carry different risks, so they are checked differently.

Verification by party
WhoWhat we checkWhy
RentersGovernment ID with a liveness check · driving licence for self-drive · for foreign licences, an International Driving Permit or certified translation, plus arrival date and entry stampThe person collecting the vehicle is the person who booked it, and is legally allowed to drive it here
HostsGovernment ID with liveness · OR/CR from the LTO · a notarised authorisation where the host is not the registered owner · CTPL insurance proof · payout details validated against the account nameThe vehicle is legally registered, legally insured, and the person listing it is entitled to
VehiclesOR/CR and CTPL currency, minimum six photographs, plate consistency across themThe car in the photographs is the car with the papers
DriversProfessional licence, employment by the host organisation, identity documentsEvery driver on the platform is a host's employee. We never supply drivers ourselves
Nominated driversFull licence verification, declared at least 12 hours before pick-upBring-your-own-driver is only as safe as the person you nominated, and the check takes time
Documents must be valid through the end of the trip, not just the start

A licence expiring on day three of a five-day rental cannot be sold at all — the check is made against your drop-off date at checkout. It is the one design decision on this page that prevents a whole class of problem rather than handling it: the alternative is discovering it mid-trip, when the renter is already driving.

Foreign-licence eligibility — the 90-day window from arrival, the English-language requirement and IDP status — is being confirmed against current LTO issuance and is one of the rules most likely to change before launch.

Afterwards

Verification does not stay true by itself

Documents expire. A platform that checks once and never looks again is a platform full of expired papers.

Checked nightly
Every identity, organisation and vehicle document is swept daily at 00:15 Manila time against its expiry date
Warned four times
30 days, 14 days, 7 days and 1 day before expiry — to the document's owner, not to us
Listings auto-pause
When a vehicle's OR/CR or insurance lapses, its listings stop taking bookings. No human decision needed
Expired is recoverable
Re-upload and you are back in review. It is a lapsed document, not a judgement about you
Suspended is not
A trust & safety action, taken by a person, written to the audit log with a reason. Nothing automated may ever apply it
A status change never cancels a confirmed booking

It blocks new bookings and it blocks handover — it does not reach backwards. A suspension that auto-cancelled confirmed trips would turn one enforcement action into a mass refund event and could strand a renter mid-trip in Moalboal. A suspended host’s existing bookings run; their payouts go on hold and a person decides case by case.

Running controls

What is watched while the marketplace operates

Progressive disclosure

Exact addresses and phone numbers appear on confirmation, not on the listing. A driver’s identity is revealed 24 hours before pick-up.

Applies to both sides

Declared trackers

Hosts may fit a GPS tracker. Declaring it to the renter is mandatory and prominent — an undisclosed tracker means delisting and exposure under the Data Privacy Act.

Non-negotiable

Listing photo checks

Photographs are screened for stock imagery and for plate consistency across the set. A listing whose photos are of three different cars is not a listing.

Before a listing goes live

Rating thresholds

Any account below 3.5★ across five or more bookings enters review — renters, hosts and drivers alike.

Review, not automatic removal

Fraud signals

Duplicate devices, ID and selfie mismatches, repeated cancellations, chargeback history, and velocity limits on first bookings from foreign cards.

Reviewed by a person

Theft protocol

A documented escalation: host to platform, platform supplies booking evidence, ID copies and the last handover data, and supports the PNP report.

Same-day escalation
There is no free-form messaging on this platform

Message threads exist inside a booking and nowhere else. There is no way to message a host before you request, and that is deliberate: an open channel between strangers is where off-platform payment, harassment and scams happen, and every protection on this page depends on the transaction staying on the platform. It costs some convenience and it is worth it.

Reputation

Reviews you can believe

A rating system is a safety control, and it only works if it cannot be gamed or coerced.

  • Double-blind. Neither side sees the other’s review until both have submitted, or 14 days have passed. Nobody writes a review in response to one they have already read.
  • Submission locks it. A submitted review is immutable. Without that, double-blind is theatre — publish, read the other side, rewrite.
  • Only completed trips generate reviews. Cancellations, no-shows and declined requests do not. An owner cancellation is a ranking penalty, not a review.
  • One right of reply, within 14 days of publication, immutable, no reply-to-a-reply. On a host organisation only an owner or manager may write it — a public reply is a statement of the business.
  • Only published reviews count toward an average. Rolling an unpublished one into the arithmetic leaks its contents through the number.
  • A disputed booking still publishes on time. Reviews and settlement are separate clocks, deliberately — see the two clocks.
When a review can be removed

Either party can flag a published review. It comes down for personal data, abuse, extortion — “remove this or I file a damage claim” — or a factual claim the dispute record contradicts. Removals are logged with a reason code.

That is the only remedy for a review you dispute. Publication is never held back because settlement is unfinished, because that would hand either side a way to silence the other by filing a claim.

If something is wrong

Reporting, and what happens after

  1. Right nowDanger, injury or a crime in progress — call 911 first
Then tell us. For anything on the road while a trip is live, roadside assistance is the page you want.
  2. In the appReport from the booking, the listing, or the review
Reporting in context attaches the evidence automatically — the booking, the messages, the handover record. A report by email starts with none of that.
  3. TriageSafety reports jump the queue
Anything involving injury, threats, harassment, discrimination or a vehicle's safety is handled ahead of commercial disputes, and can suspend an account while it is looked at.
  4. DecisionA person decides, and writes down why
The ops person who handled a booking never decides its dispute. Every action is written to an audit trail with actor, timestamp and what changed.
  5. AppealOne escalation to a senior reviewer
A check for procedural error or missed evidence, not a re-hearing.
Warning
A first, minor breach. Recorded, and it is on the account if there is a next time
Feature restriction
Instant Book removed, listing unpublished, or booking blocked while something is resolved
Ranking penalty
For owner cancellations and chronic unresponsiveness. Not a review, and not hidden from the host
Suspension
Fraud, safety, an unfixed verification problem, or repeat breaches. Administrator only, always logged, never automatic
Removal
Fraud, impersonation, listing a vehicle you have no right to list, or endangering someone
Honesty

What this page does not promise

A trust page that only lists strengths is not a trust page.

  • Verification is not a background check. We confirm identity, licences and vehicle papers. We do not screen criminal history, and a verified badge means the documents are real and current — not that a person is vouched for.
  • CTPL is a legal minimum. It is third-party liability, not comprehensive cover. What else applies is the host’s own policy, and whether standard Philippine private-vehicle policies extend to rental use at all is an open question we are resolving with insurers before scaling supply. It is the single biggest unresolved item behind this page.
  • Roadside assistance is limited off mainland Cebu, and unavailable in places. Stated plainly on the coverage table rather than buried.
  • Our dispute decision binds only up to the deposit. Beyond that we supply evidence; we do not adjudicate, and we cannot compel anyone to pay.
  • We are not a rental company. Vehicles, drivers and insurance belong to host organisations. That shapes what we can fix directly and what we can only escalate — and our exact legal role in a rental is still being confirmed with counsel.
Safety and privacy pull against each other, and we say which wins where

Trackers, handover photographs, ID documents and geotags are all personal data under RA 10173. What we collect, why, how long we keep it and how to get it are in the privacy notice — including the specific rule that a tracker the renter was not told about is a delisting offence.
