Can I drive on a foreign licence?
Yes, for self-drive, if all of these hold:
- You are within 90 days of your arrival in the Philippines — and the whole trip, including the drop-off date, falls inside that window.
- Your licence is in English, or you carry an International Driving Permit or a certified translation.
- You are at least 21 and have held the licence for a year.
Outside the window, the platform steers you to with-driver or bring-your-own-driver instead of failing you at checkout. You will be asked for your arrival date and entry stamp so we can check it.
These rules are being confirmed against current LTO issuance and may change.
What are the three drive modes?
- Self-drive — you drive, on your own verified licence.
- With driver — a professional driver employed by the host. A standard day is 10 hours; overtime is billed hourly, and meals and lodging on longer trips are passed through at cost.
- Bring your own driver — you nominate someone and we verify their licence. It must be declared at least 12 hours before pick-up.
Owners choose which modes each listing offers, so you will not see all three everywhere. See drive modes.
How far ahead do I have to book?
At least 2 hours before pick-up for a normal request, 1 hour on an Instant Book listing, and 12 hours for bring-your-own-driver. Delivery adds the travel time to your zone on top.
Owners can require more notice, never less. There is no walk-up rental: a host has to physically bring the car to you, so a twenty-minute booking is not something this marketplace can honestly offer.
What is the difference between Instant Book and a request?
An Instant Book listing confirms straight away. A request goes to the host, who accepts or declines — and it expires by itself if they do nothing: 2 hours if pick-up is within 48 hours, otherwise 12 hours, and never later than 30 minutes before pick-up.
While your request is pending, those dates are held on that vehicle, so nobody else can take them out from under you.
When am I actually charged?
- At request — the rental amount is authorised on your card, not taken.
- On acceptance — the authorisation is captured. That is when the booking is confirmed.
- If declined or expired — the authorisation is voided. Nothing is charged.
- 48 hours before pick-up — the security deposit is placed, on its own separate clock.
Paying by GCash or Maya works differently: e-wallets cannot pre-authorise, so the rental amount genuinely leaves your wallet at request and is refunded if the host declines. That can leave you out of pocket for up to 12 hours on a booking that never happens. Paying by card avoids it.
Is the price I see the price I pay?
Yes. Delivery, driver fees, add-ons, any late-night surcharge and 12% VAT are all inside the quoted total before you commit. The only separate figure is the refundable security deposit, which is shown alongside — it is your money, not part of the price.
There is no cash on pick-up, deliberately. Everything settles in the app, so there is nothing to negotiate at the kerb.
Can I message the owner before booking?
No — there is no pre-booking message channel. The listing page is built to carry the whole answer instead: house rules, mileage cap, fuel policy, deposit, allowed drive modes, travel zones, ferry policy, the availability calendar, and the host’s booking-request response rate and median response time.
The message thread opens as soon as a booking is confirmed. If something you need is genuinely missing from a listing, tell us and we will chase the host to add it.
Why did my booking fail at the last step?
Almost always because someone confirmed those exact dates a moment before you. Overlapping bookings on one vehicle are refused outright — the platform will never confirm two people for the same car and the same hours.
Nothing is charged when this happens. Pick different dates, or another vehicle.
Can I cancel or change a booking?
Yes. The refund depends on the listing’s policy — Flexible, Moderate or Strict — and the app shows you the exact amount before you confirm the cancellation. Date, location and drive-mode changes are possible with the host’s agreement.

At the handover
Collection and return are the two moments that decide most disputes. They are worth twenty minutes of care.
How does airport pick-up work?
You give your flight reference at checkout. The meeting protocol — terminal, arrivals bay, pillar number — is issued 24 hours before pick-up so you are not hunting for your host in the crowd at T2.
The flight reference also protects you: a tracked delay suspends the no-show clock, which then restarts from your actual landing plus a plane-to-kerb allowance of 45 minutes domestic or 90 minutes international, capped at 6 hours.
My flight is delayed. What should I do?
Message the host through the booking so they know, then travel. If the delay is on the flight record we picked up from your reference, the clock is already suspended — you do not have to argue for it.
A delay never re-prices your booking: any late-night surcharge is calculated from your scheduled pick-up time, not your actual arrival.
What happens in the handover checklist?
Both of you photograph the vehicle from every side, record the fuel level and odometer, note existing damage, and sign. The same happens on return, and the two records are compared if a claim is ever filed.
The checklist works fully offline — basement car parks and pier terminals do not have signal — and syncs when you are back online.
- Photograph anything you would not want to be blamed for, including the roof, the wheels and the interior.
- Do not sign until the record matches what you can see.
- This is your evidence as much as the host’s.
Who is allowed to drive away with the car?
Only the verified person on the booking. For self-drive that is you; for bring-your-own-driver it is the nominee whose licence we verified; for with-driver it is the host’s employed driver.
If verification of a nominated driver has not cleared by pick-up, the handover does not proceed. That is our failure, and it results in a full refund with no penalty to anyone.
What if I am running very late?
Message the host. A host who knows you are coming will usually wait. If you cannot be reached two hours past the pick-up window, the booking can be marked a no-show: no refund of the rental, though your deposit is still released in full.

Can someone collect the car on my behalf?
Only if they are recorded on the booking and verified. An unrecorded driver at the handover means the host should not release the vehicle, and if they do, cover and liability get complicated for everyone. Nominate the person in advance instead — at least 12 hours before pick-up.
During your trip
Mileage, ferries, breakdowns, and what to do when something goes wrong on the road.
Can I take the car to Bohol, Negros or Bantayan?
Only if the listing says so. Inter-island travel by RoRo needs the owner’s permission and usually a ferry permit fee, quoted on the listing — vehicles cleared for it are labelled in search.
Taking a vehicle off-island without permission breaches the rental agreement and can void the host’s cover, so ask before you book rather than at the pier. Assistance is also limited out there — see roadside coverage.
What are the mileage and fuel rules?
Each listing sets its own daily mileage cap — typically 200 to 300 km — and a fuel policy, usually same-to-same. Excess mileage and fuel shortfalls are charged at the rates published on the listing and settled from the deposit.
Both are recorded in the handover checklist at each end, so there is nothing to argue about later.
The car has broken down. What now?
Get somewhere safe, then contact the host through the booking. Roadside assistance is arranged by the host organisation, and the details are on your booking — the full picture is on roadside assistance.
If the vehicle cannot be made usable within a reasonable time, contact us — a rental that fails through no fault of yours is not a cancellation you should pay for.
There has been an accident.
- See to anyone injured, and call emergency services first.
- Report to the police where required — insurance claims will need that report.
- Photograph everything: both vehicles, the position, the plates, the surroundings.
- Tell the host and us immediately through the booking.
Every listed vehicle carries compulsory third-party liability insurance. That is a legal minimum, not comprehensive cover — what else applies depends on the host’s own policy.
Can I extend mid-trip?
Only if nobody has the vehicle booked next. A confirmed following booking cannot be displaced — someone else is already relying on it. Ask the host through the booking as early as you can; the extension is quoted at current rates and charged as a change to the booking, not as cash to the host.
Who pays for tolls and traffic violations?
You do, for anything incurred while you had the vehicle — including tickets that arrive weeks later. Violations discovered after the trip are handled as a claim against the deposit, with the citation as evidence, and you get the same 48 hours to accept or dispute it as any other claim.
Deposits, claims & settlement
The single most asked-about part of the service, so here it is in full.
How much is the deposit, and when is it taken?
It is set per listing, typically ₱5,000 – ₱20,000 for self-drive by vehicle value, and ₱0 – ₱5,000 for with-driver, often waived entirely. It is placed 48 hours before pick-up, not when you book — card authorisations lapse in about a week and bookings are often made months ahead.
You can pay the rental by e-wallet and post the deposit as a card pre-authorisation, where no money actually moves. Returning renters post less: 30% lower after two completed bookings with no upheld claims, and 50% lower at five. Full detail on deposits & claims.
When do I get it back?
Two dates matter, and we show you both.
- Released — 48 hours after drop-off if no claim is filed. This is our decision that the money is yours, and it is the part we control.
- Back in your account — a card hold voids within 24 hours of release; an e-wallet refund takes up to five business days from release.
So an uncontested deposit on GCash is released at T+48h and can land up to five business days after that. Business days means Monday to Friday in Manila time, excluding Philippine regular and special non-working holidays.
The owner has filed a claim. What happens?
The owner has 48 hours from drop-off to file one. You then have 48 hours to accept it or dispute it — and no response counts as acceptance, so do respond.
- Accepted — the deduction is applied and the remainder is released.
- Disputed — we mediate on the handover evidence, targeting five business days.
This is exactly what the handover photographs are for. A claim that the checklist does not support does not survive mediation.
Can a claim be more than the deposit?
A claim is satisfied from the held deposit. Anything beyond it becomes a matter between you and the host, escalated through us — we do not take more than the deposit from you automatically, and we do not claw money back from a host who has already been paid.
My refund has not arrived.
Check the release date first — if the money was released yesterday, the provider clock has barely started. If it is past the window, contact us with the booking reference.
If a refund fails at the provider (a closed wallet, an expired card), the obligation stands: it is raised internally and re-issued. Nothing is written off because a transfer bounced.
Does a dispute hold up my review?
No. Reviews and settlement run on completely separate clocks. Reviews are double-blind and publish when both sides have submitted, or after 14 days — whether or not a deposit claim is still open.
Hosting on Sugbo Rentals

What do I need to list a vehicle?
- Business registration — DTI for a sole proprietor, SEC for a partnership or corporation.
- A Cebu LGU mayor’s or business permit, plus BIR registration and TIN.
- The vehicle’s OR/CR and current CTPL.
- An LTFRB franchise or CPC if you want to offer the with-driver mode.
Listings go live only after those are approved. A solo owner is not disadvantaged: you get a one-member organisation and the same tools as a fleet.
What does it cost?
- 18% commission, deducted from your payout.
- 10% margin on the driver fee only — never on the driver’s meal and lodging allowance.
- Delivery fees pass through in full, with no commission. The per-zone cap exists to stop gouging, not to earn us anything.
- Payment processing is absorbed into the commission.
The full table is in the terms of service. Cold-start commission waivers run for new hosts in some areas; where one applies to your organisation it is shown on your payout settings and on every statement, with the date it lapses.
When am I paid?
24 to 48 hours after the trip completes, to your organisation’s GCash, Maya or bank account, net of commission. An open dispute holds the payout until it is resolved.
A payout is rental proceeds only. The deposit is renter money and never forms part of it — which is why a claim filed at hour 47 comes out of the held deposit rather than being clawed back from you.
How does the response clock work?
Your booking-request response rate and median response time are shown on your listings, so responsiveness is visible to renters before they book.
Unanswered requests expire — 2 hours if pick-up is within 48 hours, otherwise 12 hours. You are guaranteed a 90-minute minimum window to respond to any request. A request that expires because the renter’s payment failed does not count against you.
What happens if I cancel a confirmed booking?
Inside 48 hours of pick-up: the renter is refunded in full including the booking fee, we fund rebooking assistance, you are charged a cancellation penalty, and the listing takes a search-ranking demerit. Repeated cancellations lead to suspension.

Can I use a driver from the platform?
No — there is no platform driver pool. Every driver is employed by a host organisation. You direct, schedule and pay your own drivers, and you carry the employer’s responsibility for them, including vicarious liability for accidents.
Drivers are added to your roster and verified before they can be assigned to a booking.
Can I control who rents my vehicle?
To a degree. You set the drive modes you allow, the delivery zones you serve (and blacklist ones you do not), a minimum renter age above the platform floor of 21, mileage caps, house rules, and whether the listing is Instant Book or request-and-accept.
What you cannot do is decline on grounds that amount to discrimination, or hold dates you have no intention of honouring.

Identity checks, documents, reviews and your data.
Why do you need my ID and a selfie?
Because a stranger is handing you the keys to a ₱1,500,000 vehicle, and you are getting into a car with a stranger. Both sides are verified before either can transact: government ID, a liveness selfie matched against it, and the licence itself for self-drive.
ID documents and biometric data are sensitive personal information under RA 10173. We process them with your explicit consent, for identity and fraud checking only — never for advertising, never sold. See the privacy notice.
My verification has expired or been rejected.
An expired document is recoverable — upload a current one and your status is restored automatically. A rejection tells you why, and you can resubmit.
A suspension is different: only an administrator can impose or lift one, and it never happens automatically. A fraud signal on its own blocks nothing; it is an observation, and a person decides.
My licence expires during my trip. Is that a problem?
Yes, and you will find out at booking rather than at the kerb. Eligibility is checked against your drop-off date, not the pick-up date, so a licence that expires on day three of a five-day rental means the booking cannot be made at all. The same rule covers the 90-day foreign-licence window and the vehicle’s own registration and insurance.
How do reviews work?
Only completed bookings produce reviews. They are double-blind: neither side sees the other’s until both have submitted, or 14 days pass. Either party can reply once.
We remove a review only on stated grounds — personal data, abuse, extortion, or a factual claim the dispute record contradicts — and every removal is logged with a reason. See trust & safety.
Is there a GPS tracker in the car?
Sometimes — and if there is, it must be declared prominently on the listing before you book. That is a condition of listing, not a courtesy. An undisclosed tracker gets the listing removed and exposes the host under RA 10173.

How do I get a copy of my data, or close my account?
Account → Privacy → Manage my data, or email the Data Protection Officer. We respond within 15 days.
Closing an account deactivates it. Bookings, payments, payouts and dispute decisions survive, because tax law and the audit trail require them and because they are the evidence protecting the other party to your bookings.
